The Design
The all holy Group Card went to Jenn in 2014 and, lo, Batman Villains were born! The goal was to merge villains seen in the 80s/90s movies with different fashion styles seen in the 1920s. Harley got left out of Batman (1989) because she wasn't created until 1992. So, Harley is the punchline of a silent movie joke in the skit in which she arrives late and is left out of the raiding party.
As far as the costume design goes, it's an easy mesh of the basic red and black Harley Quinn design with two 1920s dresses and two headdresses. The first dress is how the sleeves were done, the second is the robe de style as requested, and the two headpieces were combined to create a diamond weave with tassels.

The Build
Building the gown was simple, it's a t-tunic. The sleeves have no armscyes, they are continuous or dolman, if we're getting technical.
All beading was done by hand this includes; the diamonds on either sides, the belt, the collar, the cuffs, and the headdress.
The collar and cuffs are hand crocheted from 1920s patterns found at the Antique Pattern Library. I have lost which one I used exactly, but it's in there somewhere!
The wig and shoes were borrowed from Bethany.

A note: The hammer was both constructed and destroyed at con. The wonders of the Dollar Store and duct tape folks. It's made out of a metal tube lamp base that was junked, two plastic bins/pie tins, and plastic cutting boards all sourced from the Dollar Store. The hammer was stuffed, to retain a shape, with things we had around the hotel room up to, and including, a sweater. We had fun opening that particular present later.
